President Dwight D. Eisenhower’s Farewell Address (1961)
On January 17, 1961, in this farewell address, President Dwight Eisenhower warned against the establishment of a “military-industrial complex.”
“In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist.”
“We must never let the weight of this combination endanger our liberties or democratic processes. We should take nothing for granted only an alert and knowledgeable citizenry can compel the proper meshing of the huge industrial and military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together.”
Let’s take a look at DARPA’s Defense Budget for 2023. The new budget provides a glimpse at what the U.S. Military sees as part of the future of warfare.
Using machine-learning and artificial intelligence (AI) to manipulate information or human behavior seems to be a priority for DARPA judging by the budget.
We are funding our own surveillance and enslavement.
The Budget includes hundreds of dystopian projects. Here are just a few of the projects planned.
DARPA – Wikipedia
A project named AAI aims to further the “facilitation of operator-machine interface, knowledge management and dissemination, and social context-informed AI forecasting.” The project also aims to include a “focus on measuring and aggregating preconscious signals and how these can be used to determine what people believe to be true.”
Project SemaFor is being earmarked for hundreds of millions of dollars and will use AI “to identify false information, its origin, and its intent [emphasis added]. A project named ASED is developing “counter-social engineering bots.” A little description of this project is given.
Once thought to be a thing of only movies and television shows, DARPA plans to further its development of a type of “ray gun.” Project Warden is being earmarked millions of dollars to “amplify the range and lethality of high-power microwave systems and weapons.”
Waveform Agile RF Directed Energy (WARDEN) Research Funding
The World Economic Forum’s idea of Fourth Industrial Revolution technology, which is partly defined as the merging of the digital, technical, and biological systems is also highlighted in the DARPA budget.
In a project titled “Rapid Healing for Warfighter Injuries,” DARPA plans to leverage “artificial intelligence to predict, stimulate, and control physiological processes in complex tissues.”
Through the Transforming Technology for the Warfighter (TTW), we are developing technologies aimed at addressing three principal medical areas for defense health: Combat Casualty Care, Military Operational Medicine, Clinical and Rehabilitative Medicine.
Controlling our minds has been a top priority at DARPA.
The Science of Neural Interface Systems – 2009
DARPA and the Brain Initiative – 2013
DARPA-funded efforts in the development of novel brain–computer interface technologies.
An Integrated Brain-Machine Interface Platform With Thousands of Channels.
When Bio Meets Technology: Biohybrid Neural Interfaces.
Signal Generation, Acquisition, and Processing in Brain Machine Interfaces.
Progress in Brain Computer Interface. Challenges and Opportunities.
The project codenamed “NSIA” or non-surgical machine interface technology aims to “input multiple channels of information into biological human neural tissue.” The description explains that this is currently in “final testing/transition to implementation phase.”
The agency also plans to use smart devices like smart watches, smart phones, smart cars, and smart home appliances also known as the internet of things (IoT) to further spying and surveillance. aims to facilitate maintaining custody (constant surveillance) of “targets” in contested environments, “interfacing with IoT infrastructure to supplement satellite capability.”
Project: SocialSim – simulation of information spread and evolution over multiple social media platforms for us in US information campaign spread and development of realistic, synthetic social media for training and other purposes.
Project: Human Social Systems – development of algorithms to conduct scalable social and behavioral science research, especially pertaining to environments under stress, for use in “stabilization deterrence, grey zone, and influence operations”
Project: Competing in Under governed Spaces – development of data aggregate/algorithmic models for predicting and influencing outcome in areas with minimal governance, both physical and conceptual (virtual).
Project INCAS – integration of language processing, social network analysis, psychographics, and behavioral science-based technologies into a unified automated digital tool designed to rapidly detect and understand messaging campaigns and analyze/distill potential countermeasures.
Project: Moving Target Recognition (MTR)
The Sensor Technology Program will fund sensor efforts that will improve the accuracy and timeliness of our surveillance and targeting systems to improve battlefield awareness, strike capability and battle damage assessment.
